Luísa Diogo

Chairwoman of the Board

Former Prime Minister and Former Minister of Finance of Mozambique, Currently Chairman of BARCLAYS Bank and Chairman of Global Alliance, Mozambique.

Dr. Diogo is Former Prime Minister and Former Minister of Finance. She stepped down in January 2010, after 15 years in Cabinet. During her turner she participated in the rebuilding of post-civil war economy in Mozambique. Dr. Diogo also served as governor for Mozambique for the International Monetary Fund and the World Bank from 1996 to 2004. Diogo was recognized by the Times Magazine in 2004 as one of the hundred most Influential people in the World and by the Forbes Magazine as one of the hundred most powerful women in the World in two consecutive years 2006 and 2007. The 2008 women Leadership summit distinguished Luísa Diogo with the World Women’s Award in Leadership. Diogo currently is the Chairperson of the BARCLAYS Bank Mozambique and Global Alliance.

Murade Isaac Miguigy Murargy

Vice Chairman

Mr. Murade Isaac Miguigy Murargy was the former Secretary General and Chief of Staff of The Republic of Mozambique from 1995- 2005. Prior to that, he was ambassador of Mozambique in France Germany, Tunisia, Gabon, Mali, Ivory Coast, Senegal, Iran and Palestine from 1984-1995 and he was also appointed Permanent Delegate to UNESCO in Paris and Permanent Representative to the United Nations in Genoa. From 2005 until 2012 he served as Ambassador of Brazil, Uruguay, Chile, Argentina, Venezuela and Paraguay. In 2012, he was elected unanimously as Executive Secretary of the Community of Portuguese Speaking Countries (CPLP) by the IX Conference of Heads of State and Government.

He has a Licentiate degree in Law from the Law Faculty of Lisbon, Portugal and holds several Decorations and Honors such as Appreciation letter by the Minister of Foreign Affairs in Mozambique; Grand Officer of the National Order of Merit of France; Grand Cross of the Order of Merit of Portugal; Eduardo Mondlane Order of 3rd Degree of Mozambique and Diploma of Honor from the President of the Republic of Mozambique; Grand Cross of the Baron of Rio Branco Order of the Federative Republic of Brazil, Diploma of Honor from the President; Grand Cross of the order of Judiciary Merit Labor- Brazil; Honorary Citizens of the State of Minas Gerais – Brazil; Honorary Citizens of the Municipality of Rio de Janeiro – Brazil.

Samora Moisés Machel Júnior

Non-Executive Board Member

Born on November 23th 1969, Mr. Machel studied in Mozambique prior to going to Brighton University , United Kingdom, to study Information Systems. While working at Vialgo, Mr. Machel supervised software development and project implementation. In the same period, he helped the Banco Popular de Desenvolvimento ( now Barclays ) to initiate a digitalization process where a new system was installed and its personnel trained to digitalize all the bank’s customers’ signatures. Mr. Machel also initiated along with Mozambique National Electricity company EDM , the Credelec project for prepaid energy systems in Mozambique.

Mr. Machel founded and is now the Director of CARTRACK, ONECELL, and THIRD, where he substantially upgraded the security of goods and property using IT and mobile technologies such as GSM and Satellite. Cartrack is a major player for reducing insurance companies premiums. With One Cell , he allowed and stimulated small entrepreneurship , employment , giving a living income basis for many Mozambican households.. Mr. Machel is a promoter for the Nacala Development and is a founding member of the SDCN ( Mozambique’s Northern Corridor Development Society ). His active participation was by helping ground teams and to help extending the corridor to Malawi. Former member of Maputo Municipal Assembly and actual Chairman of the Board for Montepuez Ruby Mining , located in Mozambique’s northern province of Cabo Delgado. Mr. Machel has also interests in infra-structure , Agriculture , Energy and Tourism. He is also a promoter for conservationist initiatives and non-executive Board Member of SINTAGMA HOLINDING SA.

Miguel Rodrigues Murargy


Mr. Miguel Rodrigues Murargy finished his Bachelors in Economics with Honours (BA Hons) at University College London (UCL) in the UK, followed by the successful completion of his Masters in Business Administration (MBA) at the Institute of Finance and Management in Geneva, Switzerland. He started as Accounts Manager at the 2nd biggest bank in Mozambique, namely BCI, where he quickly gained promotion to the position of Corporate Manager, being placed in charge of opening the flagship Corporate Centres in the country.

After having worked for 4 years in the banking sector, he was offered the position of Deputy Managing Director of Construtora Andrade Gutierrez for Mozambique (AG) where he delivered and executed one of the biggest infrastructure project in Mozambique, The Moamba Major Multi-Purpose Hydro Dam (USD450m). He also founded MRM Capital, a private investment firm that has interests from Telecommunications to Logistics. Miguel serves as Chief Executive Officer and co-founder of SINTAGMA Holding through MRM Capital

Bruno Murargy


Mr. Bruno Murargy attended the École Spéciale d’Architecture of Paris. After leaving Architecture school in 2005, He started working for Ictus, where he developed various projects for local banks branches in Mozambique and Headquarters of various companies established in Mozambique such as Odebrecht SA and Camargo Correa. He also gained experience in branding architecture for British American Tobacco’s Dunhill amongst other brands like Clarins, Helena Rubinstein and LIDL supermarkets. Bureau Veritas, also selected Mr. Murargy, along with Ictus into helping them selecting plots of land for car safety control centers throughout Mozambique. Later from 2008 until late 2015, Mr. Bruno Murargy went as a freelance architect, where he designed various projects from individual residences, shops, interior design and multi functional buildings, mostly for private investors.

Thanks to his architectural background, Mr. Bruno Murargy acquired resilience, tenacity and practicality in organizing and following projects from inception to deliveries. Currently serves as the Chief Operating Officer at SINTAGMA Holding and member of the Board.

Patrick Fernandes


Mr. Patrick Fernandes attended the University of Cape Town (UCT), where he graduated with a Bachelor of Business Science – Finance in 2005. He started his career in BCI, Mozambique´s second largest commercial bank, as a junior project analyst. During his time at BCI he worked closely with the Mozambican Stock Exchange, where he participated in the Initial Public Offering (IPO) of Companhia Moçambicana de Hidrocarbonetos, S.A. (CMH) as well as some Bond issues. He also part of the project finance team in Temane´s Natural Gas Combined Cycle Power Plant project. He later joined INSITEC in 2009, one of the country´s largest Mozambican private capital investment group, as a consultant for their Business Development Unit. He was subsequently promoted to the position of coordinator for their Planning and Management Control Department where he oversaw operations of their subsidiaries in a wide range of sectors, ranging from banking (BCI), construction (CETA), energy (Mphanda Nkuwa Hydroelectric Dam project US$1.9bn), to real estate development. Currently serves as the Chief Financial Officer at SINTAGMA Holding and member of the Board.

Nelson Diogo

Nelson Diogo da Silva, Mozambican, studied Computer Science in Mozambique and Portugal and by the year 2006 started his business career, co founding Impala Information Technology, where he occupied the position of C.O.O., having succeeded kn projects of the Banking Sector, Telecommunications Government and Energy Sector.

In 2011 he decided to start a new company, NS Capital Lda, to diversify his set of business. NS Capital Business Portfolio included participation in IT, Retail, Agriculture, Real State, Logistics and Catering. Lately NS Capital is more focused on Logistics, Real State and Energy. In 2013 Nelson Diogo da Silva co founded Afrigotel, a cold storage logistics hub located in Maputo. Afrigotel is part of Sintagma Holdings SA
